Certificate of Achievement. The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Post Falls for its comprehensive annual financial report for the year ended September 30, 2008. This was the eleventh consecutive year that the city has achieved this award. The Certificate of Achievement is a prestigious national award that recognizes our conformance with the highest standards for preparation of a local government financial report.
In order to be awarded a Certificate of Achievement, a government unit must publish an easily readable and efficiently organized comprehensive annual financial report, whose contents conform to program standards. The CAFR must satisfy both generally
accepted accounting principles and applicable legal requirements.
The Popular Annual Financial Report (PAFR), sometimes called the Annual Report to Citizens, is a summary of the financial activities of the City's governmental funds and is drawn from information found in the CAFR. Unlike the CAFR, the PAFR is unaudited and presented on a non-GAAP basis.
The City of Post Falls recieved the Award for Outstanding Achievement in Popular Annual Financial Reporting from the GFOA for the 2008 PAFR. This Annual Report to Citizens is the City’s second Popular Annual Financial Report (PAFR) and has been submitted for the award. The award is a prestigious national award that recognizes conformance with the highest standards for preparation of state and local government popular reports. In order to receive this award, a government unit must publish a report, with contents that conform to standards of creativity, presentation, understandability, and reader appeal.
