REQUEST FOR QUALIFICATIONS
RATHDRUM PRAIRIE WASTEWATER MASTER PLAN
The Rathdrum Prairie Wastewater Management Committee, consisting of representatives from the Cities of Post Falls, Rathdrum, Hayden and Kootenai County are requesting statements of qualifications from professional engineering firms to perform a Wastewater Master Plan for the undeveloped area of Kootenai County that is common to all three communities. The Master Plan will address the most effective methods of providing collection and treatment of sanitary sewer within the future developed areas. The completed document will also be used to establish final areas of city impact, as the communities grow into the current undeveloped areas of the county. At a minimum, the Master Plan will consist of the following:
§ Reviewing facility limitations and capacities of the local collection and treatment systems.
§ Reviewing local issues that may be affecting future NPDES permits.
§ Preservation of land for future treatment or effluent application.
§ Balancing the value of green space preservation with the cost of treatment options.
§ Formulating the percent build out and density for the undeveloped area based upon treatment capacity.
§ Establishing topography and local treatment limitations to assist the committee in establishing new area of city impacts.
§ Developing a capital improvement and financial plan on the various options available.
§ Assisting to establish and manage a technical advisory committee.
§ Establish and manage a public involvement plan consisting of representatives of the general public and affected agencies.
The statement of qualifications shall list relevant company and individual experience, and shall include the specific project manager and key personnel to be involved in the project, along with available company resources and a list of at least five references. The committee will determine which of the firms to interview. Ten (10) copies of the Statement of Qualifications need to be submitted to the office of the City Clerk, City of Post Falls, 408 Spokane Street, Post Falls, Idaho, 83854, no later than 3:00 p.m. on February 4, 2005. |
