SmartCode -
The Post Falls Smartcode has been adopted as an Interim Ordinance. An interim ordinance is provided for in Idaho code to last no longer than one year and then needs to be replaced by the final version of the code. This allows the City a period of time to work with the code and revise when necessary, the reason it was adopted in this fashion is that the Smartcode is a relatively new type of code and will need to be modified before codification.
More than two years have passed since the citizens of Post Falls first participated in a community workshop (design Charrette) that was held at Templins in October of 2006. At the Charrette, community values and vision were clarified and design elements that help shape the community were explored. In February, following the development of the Smartcode, the consultant, PlaceMakers, delivered a complete report of the proceedings. The Consultant also delivered the draft customized SmartCode and Community Development has completed additional modifications and has had workshops with the Planning & Zoning Commission to further refine the draft and prepare applications and procedures.
The SmartCode is a land development code that focuses on overall urban design of the community rather than just land use. The goal of the SmartCode, expressing the desires of the community, is to promote the design elements that build neighborhoods and enhance the quality of life for residents. Design elements include the streetscape, sidewalks, landscaping, & building location and placement. The SmartCode includes provisions for mixed use and the location of services within neighborhoods that will enhance livability, and for new development will provide open space, playgrounds and areas for civic uses.
The SmartCode is will serve as an additional code to work alongside of and in conjunction with the existing municipal code. It is a mandatory regulation for lands annexing into the city and the city center. At the same time it functions as a parallel code for lands within the city. This means that citizens have a choice of using the SmartCode or the existing Zoning Code when developing property, provided threshold criteria is met.
